At a Greater Noida Authority board meeting last month, which was presided over by Chief Secretary Manoj Kumar Singh, talks on harmonizing the policies were resumed. A paper entitled "Unification of policies of Noida, Greater Noida and YEIDA that stands for “Yamuna Expressway Industrial Development Authority” was shown to him at the meeting.
A unified legal framework for industrial land allocations will be established if the idea is approved, according to an official, guaranteeing a more uniform and transparent procedure for investors and companies. Since the three authorities were having difficulty maintaining uniform and transparent rules for industrial land allocations, it was recognized more than 15 years ago that a united strategy was necessary. The allocation criteria have undergone many changes throughout the years, moving from objective-based criteria to interviews and, eventually, electronic tenders. The authorities ultimately decided on criteria that were based on objective standards.
But as a result of the ongoing modifications, industrial land allocations were halted for over ten months. The authorities' proposal to implement objective criteria without the Chief Minister's formal assent was criticized by Industries Minister Nand Gopal Gupta (Nandi).
A chartered accounting company called Sarc & Associates was engaged by the Greater Noida Authority in 2010 to provide a uniform method for allocating land. This choice was made in response to complaints that the disparate regulations were confusing investors and companies and creating operational inefficiencies. In October 2010, a formal contract was struck with Sarc. Despite starting the project, the agency was unable to finish it for logistical reasons.
